How is the Sacred Sacrifice happiness bonus activated? Is it passively on from the start or does it require a certain building? There is no description for it so I am not sure how it works.

Passive I think. It should show up in your public order breakdown as part of the "faction" effects.

Doesn't the effect on the faction select screen say something like, "+4 public order from Iberian culture"? I seem to recall the trait does have a short description text to it.

Oh, in that case it increases the bonus from your culture, so it's not entirely passive. I thought it was just a flat bonus, but if it's worded like that, it probably increases as your cultural influence goes up.
