Icon8 Rome vs. "Entire" World Navy

I recently downloaded the newest updated 2.04j and am playing a H/M as Rome. Within <50 turns, I have Hayasdan, Boii, Sweboz, Macedon, KH, Lusotannan, and Carthaginian navies blockading my ports The only nation I went to war with was Carthage, and some of these navies attacked me even before my foray into Sicily. I have yet to find the port locations for the Boii & Sweboz.

Has anyone else experienced this issue and come up with solutions? I tried finding other threads related to this but have not come up with anything.

Yea, let's cut down on AI fleets back to the old values.

Has this issue become more prevalent? Before updating to 2.04j, I was still playing 2.01 (I just got lazy and didn't want to lose my campaigns!) and this never happened. Only factions close by me would blockade my ports after relations broke down. But I'll have reasonable relations with a faction like Hayasdan and then BAM, blockade. Then I'll end up destroying the 1 fleet and they ask for peace.

Also: Has anyone noticed an irrational use of assassins? I forgot this in my OP, but I'll have assassins from Hayasdan or other far off nations sabotage my holdings in Italy for seemingly no reason (I've only expanded into Sicily), and I'll have diplomats from far east countries arrive in Italy in like 3 turns. How is this possible? The AI just seems to be far worse than in 2.01.

Going to war with carthage would open you up to the Hayasdan. It's reliant on the diplomatic situation and all factions will be at risk to other factions with better diplomatic relations/alliances as they help each other based on relations in a much more intricate fashion than 2.01. Then it was simplistic, faction a disliked you, you get blockaded. Now its faction a likes you but likes faction b more (while faction b is at war with you) and wants an alliance, faction a will declare war on you in an attempt to secure an alliance with faction b and send blockades/assassins in support of faction b.

The Hayasdan and Carthage are both potential allies/and on good terms at that point in history. Don't ask me why they are, I just write the AI according to the faction relation spreadsheet given to me by the historians/faction coordinators so I have no idea but the point is, politics are at play here.
