MOS 1.6.2 - Can't upgrade towns

Hey

Im running TATW MOS 1.6.2 and noticed after about 80+ turns as the Silvan Elves that I couldn't upgrade the towns and/or castles (Yes, I go for the highest possible tax rate).

Since one of the requirements to Rebuild/Reforge The Elven/Silvan Kingdom is to have a "Great Dancer's Guild" built in Thranduil's Halls. Well to build said building you first need to upgrade the Large Town to a Minor City.
I have 15k population and the previous building AKA just a regular dance guild and I can't build anything.
15k population, everyone is happy-ish.

I can't upgrade the town to a city, can't reforge the kingdom, everyone is happy in my town, I'v build every singel building, have -7 squalor on my governor, 40k cash for building stuff.
All the conditions are clear for the reforging of the elven kingdom, (Have all the regions, built everything in Dol Guldur) except for this thing.

Never got a message that I have a town ready for upgrade when I reached the 12k or 14k upgrade milestone and I couldn't build anything.
Im now stuck at 15k population because I simply can't lower my tax anymore.
I also tried with the console to simply add some population to my other cities and towns to see if anything was possibe, turns out not.
4-5 castles/towns none of them able to upgrade with 50k population, tried turning for 5-10 turns after and not a single message that I have a town ready for upgrade.

Also tried starting a new game as a different faction and using console commands to reach the requirements for a city upgrade yet still no progress.
