was curious i was able to get a Hellenstic_Polis in 2 places but that was it , and i haven't got any colony buildings.

You cant recruit any troops in Olbia without an Allied_Gov , there dosent seem to be any reform for them or I'm wrong on that.

Yes they can, but you need three helcol_two's in order to get colonists.

Olbia has a regional levies hole because there are no Skythian units in the test build. What you have there at the moment is a placeholder, which will be properly filled in the autumn release.

In any case, it starts out with a high enough level of Hellenistic Polities (rel_h) to build a polis_two there as soon as the other conditions are met, so it shouldn't cause you any real issues recruitment-wise once you get another polis_two. Sinope is your best bet in the region.
