Default My own AI builds troops until bankrupt. Please advice!

Playing the OC with France, I've encountered a problem with my own AI. The fact that it tend to build troops on its own volition in castles and cities without a governor (no matter the policy). The amount of troops built in this manner seems random, but invariably the shopping spree ruins my economy.

I know there's an option that allows me to, but I don't want to take active control of all my cities/castles, preferring the added challenge of having to send governors with build instructions from time to time.

Am I missing something or is this a glaring bug? Any feedback is most welcome!

I'm a little embarrassed now, that one should have been obvious. Thanks for the prompt reply!

I think you can also go to the faction review screen and select how much it can spend.
