    How many skill points a character or an army accumulates when fully leveled? Is it 18?

    If i can recall, its 3 maxed out with 1/2 extra points

    3 maxed out what? You mean whole trees like 'Camp Administrator' or 'Skilled Tactician'? Trees roots have different amounts of children. I don't get it.

    As I said, trees roots have different amounts of children. I don't know to which trees you are referring. Here is the official spreadsheet 'Army Traditions and Character Skills'.

    11-12 points for 1 general.

    I think its 20 points at the highest level? If you add them up in the db files. But its been awhile for me to check.

    I've read somewhere in mod description that a character is supposed to get 2 points per level instead of 1. If max level is 10, then a character can get a total of 18 points, since they start at level 1. I only wanted to confirm it, because the mechanics might have been altered by mod authors

    what is the best skills set for a tank? if i wanted a balls out general that could possibly run over enemies using a mix of infantry, cavalry and skirmies and not worry about running a town, what should i choose?

    Night Fighter will give you the ability to deny the enemy of reinforcements when you are attacking. This goes for sieges aswell as field battles. The "Ferocious" skill (I believe) will give you the option to increase the dmg for your units. This includes missile and their range, cav charge, infantry dmg.
    These are the two I will usually go for when I need an all out attack general to steamroll the enemy. And ofc military traditions aswell
