If there is no clear winner, then how will we rank the teams? How does a victory count? How does a defeat count? How does capturing settlements?

Because if this is the rule, stop at 21 for certain, I think you need to be more precise by pointing out how exactly a winner is determined.

That list is classified.

However, to give you an idea. Every win plus, every defeat minus. Every settlement lost is minus, varying depending on size and importance of settlement, losing capitals is deadly. Capturing settlements also varies in plus, capturing capitals is gold.

Defeating armies is plus, depending on size of armies. Killing a Factionleader is the same as capturing a capital, losing a factionleader might cost you the game.
