Koinon Hellenon Government?

I'm playing my first campaign of EB 2. Never played EB 1 before, so still learning how the mod operates. On subject I still don't understand fully are the governments. I've looked up each factions government, specifically the Koinon Hellenon. I don't understand what the major deference between creating a Koinon Hellenon government vs. an Allied State government. It seems like the Allied gives me better options, but I might feel like I'm misunderstanding something. When should I establish each kind of government?

The first KH government is a precursor which you have to build before getting access to proper goverments. Allied Governments will give you limited troop options and even more limited construction options.

Furthermore, KH get more government options once they enact their reforms. Mantaprey has a thread on them which has details.

I only build allied governments in cities that are hard to control the happiness in. The building tree is very limited with allied government. You should not have any loyalty problems in Greece as KH. My advice for a new player, never build the allied government unless you have loyalty problems.

Or indeed, as is the case outside of Greece, barring select places for KH, if you have no other options.
