Whenever i download 3.2 and run tatw it shows up as 3,0 still. I would love to play the submods but it seems like they're all for 3.2.

After downloading TATW 3.2 Patch.exe file, you need to run it=double mouse click on it, and install it in your Medieval II Total War folder ( so, not in your Medieval II Total War/ mods, nor in your Medieval II Total War/ mods/ Third_Age_3 folder. The Destination folder must have Medieval II Total War at the end).
