assuming you're using the parthian specific campaign, then...
Go to your main RS2 folder -> Play_Parthia -> data -> open export_descr_unit
Search (ctrl+F) for "parthian_generals_cavalry"
Find:

Are you using a specific campaign or what?
Also it won't instantly change the size of units that already exist in your savegame. For a unit with a general attached it should probably grow to the new max.
You must make this change in the 'Play_Parthia' EDU.txt for it to work at all. The Parthian campaign doesn't use the EDU in the normal 'data' folder. And Alavaria has a point....existing units will grow to the new size, but only newly recruited units will show the new size instantly.
