I don't understand the question, I'm afraid.
If you're talking about the Hellenistic military reforms, they affect everywhere Greek troops can be recruited, not just in the Hellenistic colonies.
Is your second question about the progression from helcol_three to helcol_ref?

That colony building "military reforms" does not do anything special at the moment, it is the same as as the previous building Settler Cities. They may have future plans for that building or they may remove it but it is still in the game for now.
