Now reduce upkeep seems to be the first thing on the mod manager. I guess it is working.

You mean that He has some other submod that conflicts with hardcore submod ?Probably a submod mod overwrites Hardcore's changes.
I'm using slower AI expansion submod o it shouldnt be the case and thats all. By the way, there aren't anymore missed buildings

Greetings Dresden. I have a little problem with Massilia. I play as Rome and I like Massilia as a trading partner, no question. However, Massilia is far too strong for my taste. In the time when I am dealing with Carthage, Massilia either mixes half Iberia on or as in my current game half Gallia. This is not good for my way of playing. Is there a way to get it?
Yes He is right, I also checked it and these two buildings have vanilla prices and building times. (not sure if buldings effects are from vanilla also)
Any fix to that ?
Whats the bug? That those buildings dont have increased cost/time in the submod?
edit - updated hardcore and hardcore no cai submods to fix those buildings missing
