Units not retraining properly

Now on turn 150 as Gondor, and now that i have the academy and highest level of the barracks, most units recruited and then retrained do not get the bonus experience, and can be retrained over and over with no gain. Only the fountain guard seem to retrain, gaining some 4 experience levels. Is this an issue with anyone? and if not, where in the files might i be able to meddle in to resolve the issue?

Are you putting the units in the queue as the last thing you do before hitting the end turn button?
