Due to Frey neutrality I Eddard Stark will not allow any men from the Crossing to pass through our lands in the event they wish to support the Night's Watch, they will have to go by sea or be seen as an enemy of the North

Lannister is siding with Targaryen, however the scripting made him a neutral regarding in the game. ( I mean he wasn't in war with anybody)
