what video card do you have? because pixel shader is dependant on video card, the older the card the older the shader version.
NVIDIA GeForce mx 440. Yes i know it's rubbsih so don't patronise me.
yeah the mx440 doesnt support pixel shader 1.1, or hardware transform and lighting. these are becoming more common in games these days, as newer cards support shader version 3.0.
unfortunately it seems you will need to upgrade your card before you can play as the shader cant be disabled im pretty sure.
But RTW required pixel shader and it ran fine. the odd lags and crashes so there must be another reason.
yeah but the mx440 only supported pixel shader version 1.0, not 1.1 if it supported it at all...
new shader version = new card needed. if it says you dont have the pixel shader, that means you need a new card. pixel shader is video card dependant.
rtw needed :

m2tw needs
128MB Hardware Accelerated video card with Shader 1 support
and the latest drivers. Must be 100% DirectX® 9.0c

rtw didnt need pixel shader support, but m2tw does.
also check this post stickied at the top of this forum, it might help your issue, im not sure. all i know is the mx440 doesnt support pixel shaders.

I tried diabling the pixel shaders with the 3d anylizer. But still can't get it to work. I might be doing it wrong though.
try messaging someone from that thread that fixed their issue. im not sure what that program does and how to work it cause i didnt need it.
other than that pick up a cheap gf fx5200 or higher, they are fairly cheap now, and they support pixel shaders.

ummm well... depends on where you live
in australia they are real cheap atm, best bet look on newegg, and if you are not in the usa convert us dollars to local currency.

i dont know where they send to or where you can order from, but they have the average prices around the place, and better. good sit to look at to find out roughly what it'll cost you to get parts, and just convert the US currency to your local.
Could you download the other versions onto it?
A cheap one will run the game so horridly slow on low settings you'll go to school and mow down all your friends dressed in a counter-strike outfit.
6800GS is a good cheap choice. 6600GT 128mb would be borderline.
7600GT for the next one up.
ATI lovers will enjoy the 1950Pro for the same price as the 7600GT. It's as powerful as the 7900GS.

I think the lowest you can get to a decent quality/performance ratio is 7600gt, which is maybe 70-80 pounds. Anything below that isnt worth the money.
