It is allowed to use ballista as a siege weapon in conquering cities, towns, forts ?
Considering they have 0 attack vs buildings they cannot be used

I agree with Mithridate on this; It doesn't make sense for that to happen.
This is the first I hear of any sort of rule like that, and I'd be rather miffed considering I've built ballistas under the assumption they could be used. If it were to be added as one I'd assume it would have to accompany a restart.
You didn't understand. Ballistas have 0 attack and it says at it's characteristics "It's ineffective against walls and buildings". The game does not allow you to assault settlements with ballista, so there was no need for a rule to ban them as it's impossible to use them already.
You should have checked, it is your fault for mistakes you make because you're not familiar with the mod, replay is unacceptable, compensation shouldn't be given either but I agree to give back the money spent in the spirit of fairplay. And I also found it out the hard way when I started playing in SS HS's, recruited a ballista but it didn't let me assault.

If it doesn't say anything initially I think that they should be allowed to be used.
Ballistae are never allowed in SS HS, I see not why they should be used here :S
And how, exactly, are those of us for whom this is the first SS hotseat we've ever been in supposed to know that without it being stated in the rules?
I asked because I have not seen any rule about siege weapons. I think dux should drop an eye here and shut us [emoji23]

In that case, I'd like to call for a restart, given some of us have been actively recruiting ballistas and choosing our moves under the assumption that they were allowed.
You will be compensated for the ballista recruitment, we will not replay. The other hotseats are moving in a far faster pace then this one and I will not allow a restart.
As for the ballista rule, I also was under the impression it was common sense, this was our fault, we should have added it in the rules.

Mithridate for the next few weeks is going to be extremely hit or miss when it comes to doing his hotseat turns and being that this is a relatively quickly paced hotseat I do not want to restart now that he is going to be less active.
Again, sorry it was not a stated rule; I and Dux were under the assumption that most everyone knew you could not recruit Ballistas in basically all hotseats.
Again, I ask, how was I - or anyone else who hasnt played a SS hotseat before - meant to know about this rule ahead of time?
Also, on the practical concern - given that the Westeros section has a whole extra round to burn through before the finals, I dont think a 1 1/2 turn rollback will harm the pacing of the tournament much
Mith will be hit or miss til the 16th.
This hotseat will last 21 turns. The Westeros ones are 16 turns and are already setting a VERY high pace.
If we were to restart now I'd guess I'd have to give an extra day or so for Mith as he will have to find time to do his turns which will take quite some time. I don't think he'd want to do hour + hotseat turns while traveling; then again he might.
I will ask Mith if he thinks he will be able to do the turns in time.
Surely you should provide some sort of compensation to ventos for this. You are unjustly punishing him and his partner through no fault of their own.
