Shouldn't one of these be "Roman Province" instead or something like that?

I can see why you can build two of them; it's the upgrade path for the precursor:

However, the provinc is also on the same upgrade path, I'm not sure why that doesn't appear as well. Perhaps there are only two upgrade options shown for any one building?
Presumably the civlib appears only once in each of Lilibeo (rel_g >40) and Syrakousai (rel_h >40)?
Note the provinc is an upgrade from the civlib, you just can't do it directly.
The provinc doesn't show in delra's Messana, because a large town is requirement for it.

You can build provinc without the civlib (pictures). Is this intentional, or is there a missing requirement in EDB?
