Gondorian forces sack Minas Morgul. In the south, Utbah's army is defeated again and the Haradrim fort west of Gobel Alcalimon is occupied with the help of the spy network.

Seriously? How can gifting your capital and most of your settlements to the other faction/player be allowed?
Rohan is no longer in control of its capital... (Are we not counting the original cities as the capitals?)

I think that is treated as a major disadvantage to your own faction and they are considered cities lost. Here I think (correct me if I am wrong) Rohan is gifting his settlements to gondor so gondor can get extra income and mass recruit since at this point only gondor can get men to the front lines fast enough. However in westeros only a maximum of 3 cities were allowed to be gifted to your ally.

If I look at the rules in the OP, there are 2 which involve gifting settlements and neither rule was violated by team good
- You may gift regions to another faction, but all units except one which appear as a result of the transfer must be disbanded immediately
- No gifting settlements at risk of capture

Surely this is classed as exploiting the rules? Like themzr has said you are using ensuring Gondor (which is the stronger faction) is OP...
I don't see how it would be exploiting the rules? It is a strategic decision that could have great risks. A great disadvantage is that Rohan will never make troops again, so if Rohan loses units, they are a 'permanent loss'. Furthermore, a risk to this strategy is that the other team sneaks in some units and takes the remaining settlement(s) such that the faction is destroyed.

Here is the rule from the Westeros quarterfinals:
If that had been the rule in this quarterfinal, then Chieftain and I would not have done what we did. But that's not the rule. If the admin does change the rule to disallow our move, then we respectfully ask for the opportunity to replay our turns. It is allowed to grant max 3 settlements to the other faction in your team, all units spawns save 1 should be disbanded. However, doing so will severely hamper your chances of victory, as these settlements will count as lost settlements.
Honestly, as the Gondor player I can tell you that this move will not affect things very much. It's not like I have oodles of troops ready to recruit. I have plenty of money, but few available units. Most of them are available too late to affect the outcome of this hotseat.
Maybe it's not my place to speak, but I am feeling for Ranger here. And if the above rule was present in both Westeros and Main, why shouldn't it be implemented here?
I forfeit...
I don't really want the hotseat to end like this, and I don't really care that much if the admin wants to say that we can't do this. But Chieftain and I shouldn't have to stipulate to this. It should be an admin/gaming staff decision (especially because the other TATW quarterfinal will likely be affected as well). And if Ranger would rather forfeit than contact the appropriate parties to resolve this, then that's his prerogative. We were going to win the game in all likelihood anyway.
There really is no point in me continuing, my plans now will have no affect. These are the rules for the two hotseats and I doubt they will change, I just didn't realise this could/would be done tbh.
Congratulations on winning.
Is this your point because of the settlement gifting? It really doesn't change much in my opinion, tbh. If you think you still have a chance in case we didn't gift settlement, then we will replay our turns without gifting.
I just don't want there to be any hard feelings on the victory here, I'm willing to play it to the end without any gifting if that is what it takes.
