OK guys, I'm back from my absence and taken a look at the turns. The issue will be resolved when I receive a save from Ranger/Gimli.
My ruling has been to move the spy somewhere between east osgiliath and Minas Morgul, the rebels will not be removed by me as this would give an unfair advantage to Mordor.

As for the rebel army, it was a product of Gondor getting the settlement. It then moved after turn one to block armies from attacking, as Gondor has made it turn rebel there is now a rebel army garrisoned anyway. Are we required to go through 2 rebel armies to take one settlement?
Would it have got moved if Gondor was unable to leave the settlement?

I would say yes, that's reasonable. Especially if your reward is 3 elite units, as I suspect it is. If Gondor one day gets the same mission and wants to capture Henneth Annun, then I must deal with the same thing. Or both of us can leave the settlement alone. It doesn't disadvantage Mordor more than Gondor.

I looked into Mordors save and I am not to happy. Rohan has teleported 6 units to the Black Gate/Marshlands? I don't quite fully understand why there is a rebel army.
When I signed up I thought we agreed we wouldn't mess around, spawn armies ect and yet here I come back all this stuff?

Those Rohan units were from Thoronburg, which was given to Rohan to compensate for the extra territories given to Evil. Mordor got plenty of extra units too (at least 1000 from Ithilien and that other region just to the south). And Rohan's main forces are really far away, so those reinforcements will help make it more fair initially when Gondor is essentially fighting two enemies by itself.
The rebel army was just an unavoidable consequence of giving Henneth Annun to Gondor at the start. Things have been a bit slow because our admins have been in a state of flux, but hopefully things will move quicker now.
That rebel army always spawns, they just normally move inside Henneth annun because it is rebel. Joe already explained the rohan units.
Will we not have to attack the Rebel army to attack Gondor? If we do than I am going to be very angry because that can be a huge advantage to the good side
