    Default Marian Reforms not Triggering

    I wanted the Marian Reforms to start early so I disabled the date requirement in the EBBS script(turn number > 399). It is 238 BC and I have met all other requirements: 7 latifundia and 46 provinces. My faction leader has the potential reformator trait. So what is the problem?
