Hi, I want to remove the local food shortages effects, as it makes no sense to specialize provinces by food, industry or military ones. So, if you have global food surplus, you have no penalties, food-poor provinces just import it from fertile provinces. Or maybe, make penalties much lower. Thanks in advance for help!
