Sea dwarves?

Just got a council mission to blockade port, is there a such thing as a dwarven navy, can i hire merc ships?

You can also move an army on the port to blockade it.

If you are playing a submod then ask them if you can recruit ships. In vanilla I believe you can recruit merc ships, but I don't know, I don't play it. You can always just ignore the mission, nothing bad happens.

IIRC Dwarves cannot recruit ships in Vanilla, for lore reasons. Recruiting ships should be impossible with other factions too (for technical reasons, like preventing Rhun AI from spamming ships into the Sea of Rhun).
I'm not sure about main submods, but I guess the majority of them followed with using basic TA:TW setting on this regard (at least largely)

I know for a fact that MOS 1.7 allows Dwarves and OotMM to recruit mercenary ships because I've done it myself with them. But it took a fair while of walking around the coastlines to find one to hire while playing as the Dwarves. Even then, it was just a transport ship. No idea if vanilla will let you do it or not; I only really played as the Silvan elves before moving on to MOS.
