there are some weird things with growth
playing as eriador for example, Amon sul won't grow, i built everything and it has 0%
then harad, i managed to sneak an army behind them, and i was able to loot 5 cities
but what i noticed was this:
occupy: +-10000
loot: 12000 civilians killed and 70000 gold
exterminate: 96000(!?) civilians and 20000 gold
isn't that a bit excessive for the middle of nowhere desert?
and not just 1 city, many of them (except fortresses)

Are you playing some submod for TATW? Have you made any changes on your own ( in the files) ?

Yes, I am playing as Dale and Esgaroth just went over the limit for a huge city (26000 it said) and nothing happened. I was looking forward to building new things.

Esgaroth should already be a huge city from the start AFAIK.. Check the building browser to see the City Level availability. If there is no new Level available ffor building it, then you had reached the max level for Esgaroth. No matter what the message or amount of citizens/population says.
