[Request] Polybian Reform very early in game

Based on the books I have read the Polybian reforms happened during the Samite Wars prior to RTW2's start. I know some may disagree.
But for game reasons I prefer the Polybian Reforms just after the game starts on turn 2.

Can some one make a mod of this that works with DeI 1.5? Or if I have missed it can you point it out.

But where is the "DeI mod pack" mentioned in the instructions located in windows 7 running on Steam?

I see 6! Dei Pack files in the: .... common/Total War Rome II/Data file?
