More Settlement Building Slots

Has anyone made a mod to add more building slots to settlements, so that a city has more than 6 slots and a town has more than 4? I'd like to see one that doubles settlement size. Even if one hasn't been made, if anyone can suggest how to pull it off I can try to make one myself.

I wish CA would just go back to the Medieval approach where population determined the size of the city/castle etc. and you could build whatever buildings were available instead of these arbitrary, gamey limitations.

This can't be done. Because the cities are physical on the map and the coordinates are being referenced in the db and in the scripts. Therefore we need some real maptools, but we don't get them.
