    As it says on the title. Region_164 has the 'mixed' resource, allowing it to convert to a town, but it lacks any regional hidden resources, like numidia or libya or iberia, which control AOR units and, in this case, government type. The lack of any regional hidden resources prevents the Urban Administration government type (for Numidia) from being built, which in turn prevents large farms from being built. Large farms are required to convert the settlement into a city.

    In addition, no units are recruitable there as well:

    I don't know whether that's an omission or deliberate, I'd have to check. It's a very, very easy fix if it's an omission (just add the word numidia to the right part of the descr_regions - it would take me 30 seconds).

    In fact, given it also means you can't build lots of things there, I can only think it is an omission.

    Found two more major bugs with the Numidian government system.

    1. numidia1 (Tributary Territory) still allows for the building of allied state government. This allows for stacking regular government and allied government in the same province (see picture below)

    This is caused by the building requirements for all the allied governments having a special clause for numidian governments:

    This exception exists for all the allied government types. Given the irregular implementation, and given that you can only stack these two types by building tributary government first, then building allied government, while the other way around does not work, I believe this is a bug.

    2. numidia4 (Satrapy) cannot be built outside of North Africa, Libya and Arabia

    This is caused by numidia4 (Satrapy) only being upgradeable from numidia3 (Urban Administration). However, numidia3 can only be built in regions with the numidia, libya or arabia hidden resources.

    Given that numidia4 has troop trees for Iberia, Celtiberia, Lusitani, Italia, Egypt, and all provinces with greek1, this is probably not WAD.

    Potential complication: The building description of numidia3 (Urban Administration) states that it is only supposed to be buildable in provinces where Arid Nomadism is the dominant way of life, representing the establishment of an urban administration center in a mostly nomadic province. Thus, making numidia3 buildable in all provinces would go against this.

    Solution: Allow numidia4 to be upgraded from numidiaprec and numidia1. Build time will need to be increased, though; it currently builds in 1 turn. Given how powerful it is, maybe 8 or 12 turns?

    For that matter, Royal Administration, the highest government form, only builds in 1 turn as well (though only in numidia and punic lands. Both of these are only accessible after the settled reforms. I'm guessing the build times are placeholders?



    Oh, and one more thing. numidia5 (Royal Administration) can only be upgraded from either numidia3 or numidia4, in a province with either the numidia or punic resources. At the moment, numidia3 cannot be built in Punic lands, meaning that neither numidia4 nor numidia5 can be established in Punic lands either. Once numidia4 is fixed, this won't be a problem, but it's still something to take note of.

    Good spot, I'll get onto these when I get home.

    Under the Allied Government buildings, someone's accidentally put in numidia2, when it should just say and not building_present_min_level govnumidia - ie they can't be build where there is any level of factional government present.

    It does indeed seem someone's gotten the upgrade path for the government buildings wrong, and the building times too (for numidia4 and numidia5). The numidia4 shouldn't only be upgradeable from numidia3, but I'd have to look into the requisites to see if it should be buildable from numidiaprec and/or numidia1.

    In some other faction's cases, you can only build higher governments from the precursor, meaning a change in government is a disruptive thing, rather than just putting a new one on top of the old. I'd be tempted to put it in numidiaprec only (with the and event_counter ecNumidia_Settled 1 restriction same as the building itself has).

    Incidentally, numidia1 seems quite cheap compared to other faction's first proper government buildings, it's less than the precursor even. Given it doesn't really give anything, perhaps it wouldn't break anything to treat it the same as the precursor, as far as upgrading to numidia4 goes.

    I'd also consider build times of 8 turns for numidia4 and 12 turns for numidia5 to be reasonable, compared to other faction's government buildings.

    You may want to go through the entire EDB again, as it seems over here Numidia isn't the only faction with this problem. Both Hayasdan and the KH can now stack allied governments with their factional governments and I think it's safe to say they likely aren't the only factions.

    Thankfully, it's not the entire EDB that's the problem, it's that line. Because it fails to parse that section with Numdia, it doesn't do anything else on that line either. So it's five lines I need to correct - thanks for spotting it.
