What are the limitations for a project about Early Modern History mod?

Actually what is the level of limitation in modding the game to this way:
-We have warscape that was done for rifles
-Warscape was done also for naval battles
-We have provinces to rapresent diversity of jurisdiction in the reign
-In Attila we have governor (so we can rapresent viceroy etc..)
-We have family tree
-Client states with an high degree of indipendence to rapresent the barbary state and the Holy Roman Empire
What are the limitations about models, creating different kind of units and modding the map? As base if modding the map is a problem, can be used the map of Attila, adding some province in the terra incognita for Russia, Sweden and Norway, like what was done for Korea in the previous games of the series.
I ask that because I like the timeframe covered by empire, but empire was an empty, but from empire I never seen some serious mod about that age, why? only the limitions the game have on modding?
