I think they're always recruitable but only at major hellenc cities like Massalia, Syracuse, Athens, Corinth , Thessaly, Pergamon as well as the city just south of it Sardis or Ephesus?, Antioch, Alexandria and the city just south of that, I forget atm. Level 3 factional barracks for the 30 mina stone and 3-span arrow projectors, and Level 4 for the bigger talent stone and 3-cubit arrow. The light and regular arrow throwers which I think your looking for, are recruitable level 5 factional barracks in all of Italy after the Marian reforms. I'm not 100% on this but I'm at least at 95, please someone correct me if I'm wrong.
I'll go for Marian Reforms and 1 talent stone projector. But searching through files I found that one of the requirements for that event to trigger is holding 40 settlements it seems... So I edited that line and made it faster.![]()

No, after thoroughly searching the forum, I think it's ebbs_script.txt file to edit.
Why don't you simply edit the export_description_building.txt , copying the talent stone entries in the polybian barracks?
