Hmm, he already managed to do that (even for Radious compatible one), however having level 4 main city building is still being a problem for AI..
How it is with urs?
Also there are some things that can't be fixed my modders, which are hard-coded or bugged, like AI's too long taking besieging.

I couldn't test it myself but it appears that it doesn't effect the AI, well mod is working but AI is still same AI.
It even can happen while having many Onagers in army, thou it's randomly happening (I mean AI's needless waiting)
So I believe it's some of kind of bug that we can't fix by modding..
Would tell that maybe AI is waiting for Siege escalation stuff but that'd be stupid, while they have many onagers or siege equipments right.

This is different case than yours btw, you are trying to make the AI besiege, but it's AI is besieging but not starting the battle I'm saying (like 5-10 turns, not always thankfully.)
