Mods complete but locked!

Right now I'm using TWEAK to make my changes then opening it in BOB for some reason when I convert my changes into a pack file it selects everything in my db folder and makes it one large pack file.. so in hopes of getting it fixed I downloaded PFM (http://www.twcenter.net/forums/showthread.php?680538-PFM-3-5-1-Attila-support ) to mod the .pack file and now the mod is has a small lock symbol on it and simply is not working in game.

You can pan to the right to see the locked symbol I'm talking about..

I know im doing something wrong here, something basic I'm sure as PFM should not be needed... someone please help me I've been searching for an answer for hours now!

Solved it, I didnt even know something such as BOB.Rules existed... if anyone is having this problem feel free to pvt msg me and I'll walk you through it.
