Reasonable Rebels
Currently rebels in the game are ridiculous. They spawn with armies better than my own. They also seem to gain more and more units every turn. I remember in the older games rebels spawned with weaker units and mobs. I propose that we change what units rebels can have and add mob units to them if possible. There may be other rebel mechanics at work that we should investigate as well. So far I've found faction_rebellion_units_junctions in the database.

The encyclopedia says this about rebellions:
Riots amongst the peasants can also escalate into full-scale rebellions, happening when a third of the unhappiness in a province is due to cultural unrest. The size of the rebel army is always linked to the level of the settlement in the region from which it has spawned.
So my thinking is that we have some options here. We can remove certain units from rebels and maybe we can tweak the size of the spawning rebel army.

hmm I guess if you delete some rows from that table we might be sure that they wont be spawned in rebel armies
and idk about all rebels but Separatist factions have %50 less upkeep for their armies (AI already has less upkeep, and has higher recruitment points.. so..)
