If you have a theologians guild and a high level church IE cathedral will you produce higher piety priests right off the start? Oh and ive been seeing bishops how do you make bishops and do they come with higher base piety?

Yup, a theologians guild and a high level church will allow you to recruit higher piety priests. Bishops are the priests you get when there is a Cathedral or Huge Cathedral in a city.
is that apply to all of the priests recruited? I know that the guild does give higher piety.
To all the priests recruited in the city which has that guild. A master theologians guild gives +2 piety if trained there and +1 piety if trained in any other region you have. IIRC, that is.

Theologians guilds increase the possibility of getting positive ancillaries, e.g: Nuns, Monks, Choir boys etc.
Theologians Guild gives the Theologians Guild Trained trait (1 piety). Master TG gives Theologians Guild Trained (1 piety) and Theologians Guild Apprentice (1 piety), so 2 piety in total. TG Headquarters gives TG Trained (1 piety) and TG Journeyman (2 piety), so 3 piety in total.
And of course, having those high level TG guilds probably means you have high level churches in the city as well, and those give piety traits of their own.
Theologians Guild does not affect ancillaries for priests. The only ancillary it gives is to generals. Any general garrisoned in a town with any level Theologians Guild has a 3% chance per turn of getting the Priest ancillary.
