I wasn't able to fix the Mordor issue on my turn. i couldn't move the armies into Frodowaith (unplayable area). When it is Mordor's turn I take the save and disband the units and kill Khamul or just leave him rebel for the elves or Dale to deal with.

Mordor doomstacks disbanded. Khamul lives because I can't find a console command that will allow me to kill him so next turn the Elves will deal with him.
