Am I allowed to defeat an army so that it runs back to a settlement and then besiege the settlement with like 1 or 2 units, just so that the enemy won't be able to move out his other troops already inside?

IMO this is legal.

We had a discussion about this before, and I'm not sure what the conclusion was....

But I'm not for it, because it causes a discrimination of turn order. Unless there exists a rule that a player that comes first in turn order can not sally if he has defeated units inside the settlement. Then it's all good.

Yeah, I believe we have this rule in other hotseats to make it fair. I assume it applies here as well?

Wasn't this rule created because the engine did not allow a player to sally out if he had defeated units inside? Even if this is not clearly stated in the rules, it should still be binding, imo.

It is binding even for those first in turn order chieftain. The rule ensures equality of turn order. I am for it!

Keep in mind, however, that it really only works if one of the defeated units is a general. If not, the defeated units can be disbanded and the remaining units can sally. If a general is the defeated unit, then the game engine prevents a sally for those later in the turn order, and the rule prevents it for players earlier in the turn order.
