Trying to figure out a way to link the PO penalty to Wealth cost for food shortage. It ranges from -1 to -4, and I think it would be nice to make the wealth penalty to be in 5% increments equal to public order. I know where the wealth is affected, but not how to make it grow like the PO penalty.
