Seconded, but until the CA mod tools come out, that won't happen. Even existing, non emergent factions, don't work well if unlocked by the player.
One way to do that now is to take a small playable faction and using the pack manager changing the culture to Eastern or Western Roman. A faction edited in this manner won't have the legacy technology problem. The tech tree is more linear.

By the time we'd be able to figure it out the mod tools will be out, as they come out THIS week. (hopefully, but that's what I've gathered)
So be patient and practice a few rounds. Here's a good way to have some fun:
Play as Romans and abandon every settlement except where Judea would be. While you won't be called Judea, it should help let you practice.
This can work with Roman Britain as well. Another thing you can do is use the fantastic saveparser in the mod workshop here in TWC and change the names of your generals, if you so please. So if you wanted to create King Arthur, there you go.

I edited the Caledonians into a small Roman faction easily enough with the Pack File Manager - take the appropriate line in data.pack, take it out and edit it. I think it might be better to wait for the tools. I will take a look at my Caledonians as not all units displayed correctly.
