    Default Curia Access Amendment

    My proposal is fairly simple. I propose that the Curia main forum be accessed by all Citizens. The Lower House should be merged with the Curia main forum. Of course, the Prothalamos and other sub fora should only be accessed by the Patricians, though all Citizens can view them. The clear exception is the CDC which operates under different rules entirely.

    If people are ammenable to this, we can look at ammending the Syntagma.

    Why? First of all I need to know why you want this to happen? What is achieved by giving them the curia main?

    what is lost? The main issue with Patrician status is the ability to debate on legislation and vote on it. This has not changed. By moving the LH to the Curia Main, we keep all legislative discussion in one place. It seems to be a logical step, for me.

    What is gained? The lack of use of the lower house has nothing to do with location, the lack of use of the Curia has nothing to do with lack of members. The problems with the Curia are not going to be solved by allowing all citizens to access it. And I am a bit disheartened, after all this discussion, in public and private, about the future of Curia and the meaning of the rank of Patrician, that a member of Hex would propose this ammendment. You are applying a band-aid and hoping it will cure a corpse. Is anything lost? No, and thus I cannot really oppose this ammendment, and I would abstain on its vote. I am merely expressing my discontent that Hex would propose this bill as a step towards fixing our problems.

    To be fair, I don't think it is an attempt to fix any particular problem as much as merge two forums with remarkably similar purposes. The Lower House, for the most part, discusses legislation instead of proposing new bills. It also has congratulation threads and general notices. That is what the Curia does, except for discussing legislation. But in a real legislative body, the Lower and Upper houses share a parent body. Moving the lower house to the Curia just streamlines everything, and makes the Curia what it should be, a body for all citizens.

    Does this seek to solve everything? No, it simply resolves an anomoly in the placment of the Lower House - something that I was guilty of establishing with the last set of reforms. I am correcting an error (one of many, I should imagine) that I had made.

    One thing it should do is raise the profile of the Curia (which I currently believe to be part of the problems over all - but by no means all of the problem, obviously). By moving this into the Curia main life will be breathed into the corpse, as you so eloquantly put it. Perhaps, it will be somewhat temporary, well, at least the anomly has gone and other ideas implemented. It also frees up the Symposium to be what it was always intended to be.

    Well like I said, while I don't know if its a good idea, it certainly won't hurt anything. I just doubt its importance... as far as I can tell, it is just more housekeeping, when I had hoped to see some home remodeling.

    Actually yes this seems great. All of the threads that would have gone in the Curia main, now appear to be in the Lower house now anyway.

    I like.

    There appears to be no gain in keeping the Lower House distinct within the symposium. Better it was closer to the rest of the politics, I would like to see it remain a distinct entity though, perhaps as a seperate sub forum within the curia. I think there may be some scope for a some kind of poll taking lower house in future.

    This is a logical and reasonable suggestion that I support and would like to see to take place.

    SYMPOSIVM could be used only for intellectual(?) discussion without interfere of the Lower House, like Seneca have brought up in this thread.

    Also this might create much needed activity to the CVRIA.

    I support. Perhaps being able to post in the Curia again (albeit just the main page) will have the subliminal effect of producing more activity.

    I can, if nothing else to keep discussions free of constant rambling twaddle, though perhaps it's already to late. However i fully agree with your first point of easing the citizens back into the proth. Give them the vote.

    even should the posting rights in the curia main not be granted, i certainl support moving the lower house to the curia. as mentioned in a TWC podcast, it seems somewhat odd that its located elsewhere. i support this suggestion
