    Default max sanitation buildings for barbarians still isn't enough?

    i'm picts, one of my regions for example. i got all three sanitation buildings in every city. the max. yet i'm still unable to upgrade all my buildings due to too high squalor. i get that every general can give you a +6 sanitation level on the highest level which is cool but, should i really have to do this? i have 3 sanitation buildings, the max i can have. and it's still not enough. something isn't right here.

    I'm getting to the point on year 437, where every region has a sanitation building for each city just to stay above water. not talking about upgrading all the buildings

    It was obviously designed in the way that you have to make a choice to either have not enough sanitation or keep sanitation balanced, but keep buildings unupgraded.

    Yep, at least among barbarian factions, you simply can't build anything/everything you want up to Level IV in all slots. The good news is that public order isn't much of an issue; they've got lots of good P.O. buildings that serve other purposes.

    By contrast, the Romans have awesome sanitation; squalor simply not an issue, without even having to build a sanitation building in every settlement. On the other hand, there's fewer public order options and a lot of buildings suck down copious food, so one winds up at the same place; can't build anything/everything up to Level IV in all slots.

    And I think that's fine; Level IV city buildings should be exceptional, with only 1 or 2 of a certain type throughout even a large empire.

    Yup, agree with Bramborough here. Guess there is a reason why a number of top buildings are in divine victory conditions.

    Having said that: PO + sanitation + some food to max work for my barbarian builds. This means: no industry buildings...

    Also, many folks leave towns and cities at level 1 in order to be able to max out industry. I've seen Scanza built up to produce >30K income that way.
