Abandon a settlement without nuking it
Would this be achievable as a mod? abandon a settlement, take everything of worth and leaving it in a neutral/empty state where other factions can occupy it without the cost of resettling or any fight and without replacing the abandon and raze option we have currently.
As WRE it stands out more when I give up on a settlement and withdraw any support just to watch the ai sack it every turn for next to no reward, no one occupies it, breaks immersion slightly as it starts to get really repetitive and pointless having to auto resolve at the end of each turn... at the same time I plan on re taking it once I sort the rest of the empire out so nuking it and ruining any fertility isn't an option.
This also might work slightly as a cheesy way of 'gifting' a settlement to an ally since we don't have this option in diplomacy, flag occupying 'empty' settlements as very high ai priority, I know this can be done as im currently using a mod that makes AI more likely to settle and less likely to destroy everything in sight.
Abandon and raze next turn = more gold, a nuked settlement and mass public disorder.
Abandon next turn = one turns income from the specific settlement, an empty but intact settlement and slight public disorder.

Or just destroy all the buildings that you can, there'll be a rebellion soon enough anyway.

One way to do this would be to give the settlement to rebels. Something like that happened in BI. The city buildings could get damage. Once CA release tools they've promised, that should be just a matter of scripting or file editing.
