[Request] No more rebel armies with artillery

How is it even possible that a rebel army has artillery?

My mod removes artillery from most rebel armies. Only the Western Roman/Eastern Roman/Sassanids Empire Separatists spawn with artillery. Removing artillery from these separatist factions, also removes them from the non-separatists factions. However, the roman rebel faction (the rebel armies that spawn with grey faction colour) doesn't spawn artillery.
