Help - how do i make increased garrisons start at 100%?

I've adjusted the size of the garrison for the WRE guardhouse but the new units added start the game at 25%. It isn't clear to me what I have to change where (is it in startpos.esf)?

Any help would be greatly appreciated.

It is indeed a startpos edit. You would have to edit it with EditSF, but I don't think even the creator of that program would know where to find anything related to garrison strength. It is a barebones editor with little to no support or user friendly features.

The assembly kit makes it way easier to edit stuff like this, and comes out this month sometime.
