can't destroy level 1 jetties?

so i'm pics, and i found 2 cities in lower Britannia where i take over the city and i can't demolish the jetty building. nor can i convert it. i'm on level 1. and it gives me the three options. fishery, trade or military. but it doesn't give me the option to destroy the building. is this a glitch? and if so please fix it on the next patch?

This is not glitch, bug or anything like that. It is port - town/city has access to the sea.

Jetties is the only building available for the second slot of coastal towns. Even if you raze the settlement, you cannot build anything other than a jetty there.
