I agree with you and the tools for modding are supposed to be out soon> I am very hopeful that thei feature can be enabled on a strategic basis only or some limit of turns can be added something needs to be done it sucks the way it is now.
It is a good feature for the human player as it is something done very little and few times but the ai is just to stupid.
I think Radious mod disabled razing for all but horde factions.
By the way, does anyone know which db entry edits razing?
EDIT: I think it's "culture_settlement_occupation_options". You need to delete the entries that say "occupation_decision_raze_without_occupy".

The hording factions are the ones that do it the most they do it to every settlement which is ridiculous
Has anyone figured out the "cai_personality_occupation_decision_priorities" table yet ? You can reduce it there it seems but only if one can clarify the columns and values given.
There are 5 AI personalities on the leftmost column, applied randomly to each faction at the start of the campaign.
The next column I'm not too sure what it is for specifically, but it has to do with the chances of the AI taking that action. Maybe it is some sort of random modifier or baseline. It has the same values as the other 4 columns to the right, so make sure they match.
The next column is the action that the AI will take.
The final 4 columns apply to each culture, but I'm not sure which is which. Testing would be tedious.
I've found that reducing the base cost of resettlement from 20000 to 5000 greatly increases the amount of AI resettling which occurs. IMO reducing this from 20000 doesn't break the mechanic (from a players point of view) as recolonising is still a significant investment of time and resources - probably in the region of another 20000, plus attrition damages, plus the management needed to guard a much weaker settlement than what was there before. Anyway, it encourages the AI to rebuild which is always a good thing.
