I had the same thing happen just slightly later when I was playing as the ERE. The WRE asked to become my client state in 398 or 399 and even paid me some money for it!

I got ERE and WRE to agree to be my client states in one of my Sassanid playthroughs.

you call my game modded (which is not), but now would you care to explain why in your screenshots the ere and wre emblems are different than the original ones?

On another thread, I recalled a time where I saw the ERE had the WRE as a client state despite the fact that the WRE was still #1 in strength. So, being able to get the WRE to be your client state very early seems quite possible to me if you are the ERE.

What should I do here, games still running on turn 1. No way to save it because it's on legendary difficulty. I've made Kartli, Abasgis, Lazica, Ghassanids and the ERE my puppet states on turn 1. Debating whether to declare on the WRE or someone else but I'm afraid the ERE or someone else might break.

Edit: I decided to declare on the WRE, everyone joined.

In his Ostrogoth campaign, the Heir of Carthage saw the WRE become a client state of the Garamantians in fall 397 AD (turn 10). The WRE still had 66 territories left and was the #1 faction!
