Default cultural differences public order penalty

    Hello, all!
I'm trying to make a mod that assigns an effect to a building.
The effect changes the public order penalty due to foreign cultures modifier in the province that the building is in. For example, if the standard public order penalty from cultural differences in a province is -10 and you build a certain building that reduces that penalty by 50%, it will lower the cultural differences public order penalty in that province only to -5.

I know I need to make a new effect that affects only that province instead of factionwide. Other than that I'm not sure how to go about this. I haven't found anyone else trying to do it so is it even possible?

    Thanks!

    Hi

There are two options. For Imperium there is a rome_faction_public_order_cultural_penalty you could try to rework the scope as a building bonus. There is also a rome_faction_public_order_cultural_modifier that is not used in the game that again you could try to rescope as belonging to a building

Make sure you get all your junction tables done.

As a side note, in the game this is generally done with buildings by increasing cultural conversion or with a generic rome_bdg_public_order_happiness
