    We all know everyone who runs for US president visit Israel and talks about helping them more than once before announcing their candidacy. I think Boehner intends to run for President. Or he is sucking the sprout of financial donors. Or praying to the base. Or finding a way to attack Obama by visiting Israel.

    Are congressmen allowed to make political visits without sanction from the WH?

    ....why wouldn't they be? The President has no authority over members of Congress, and certainly can't prevent them from campaigning wherever they like.

    There's nothing stopping Boehner from going wherever he likes, so long as he has a traveler's visa (which is only the easiest thing to obtain as a representative in the US Congress). What he's not allowed to do is receive foreign bribe money from Netanyahu or other donors from overseas. IIRC, Bill Clinton got into trouble with that back in the 90s from a possible donor living in China. Netanyahu is fooling himself, though, if he thinks he's being a kingmaker here and giving Boehner some sort of bonafides and prospects to run for president. Boehner is not taken seriously as a presidential candidate, certainly not by anyone in the media.
