Is culture penalty merged into unrest in Medieval II?
The culture penalty effect from foreign buildings in cities seems to be non-existent as an exclusive icon in city stats. Yet from what I can see, cities with foreign buildings tend to have slightly higher unrest levels but I'm not entirely sure if it is due to foreign buildings. So, does having foreign buildings add to unrest in Medieval II, or does it have no effect at all?

I don't know about RTW, but in M2TW culture of buildings does not have a direct impact on unrest from what I observed. If there is it's probably some +10% unrest or small anyway.
Since culture in RTW was made into religion, there is Religious Unrest instead of Cultural Unrest.
Instead there is the faction_creator of each region, if you capture a region you're not faction_creator of, it gets "Unrest", I think 30%, but it could vary depending on other conditions.

Aha, that's a nice development compared to Rome. It was tedious to destroy foreign buildings to improve public happiness just to rebuild them again.
