[Request] No city conversion in order to receive garrison
Hey, in DeI for Rome II you did not need to convert a city in to your culture in order to receive a garrison. Would it be possible to do this for Attila? That way you dont have to remove the beautiful custom maps of Constantinople or Rome in order to defend it(without an army).
