The problem with this is that you get no money over to develop your infrastructure. Going on the offensive as WRE is good and important, but doing it like this will deplete your treasury and leave you with very little room to manoeuvre. The problem isn't dealing with the external threat, it is making a solid tax base and snuffing and stabilizing your Empire. Interesting, brave but not a viable playstyle. But, prove me wrong and show me your income and empire at turn 20.
The nice thing about TW games is you don`t have to play them one single way. There are easy ways and hard ways, but no single way.
Unfortunately, these options are getting smaller and smaller with TW games.
After the initial 3 battles disband what units you do not need or want to lower the upkeep cost and you are only behind one turn in terms of economic investment, for the new front line city with a wall you will not need that many units in it to defend the city. Your results may vary but for me it has worked out great, there isn't any faction that can militarily threaten me besides being a major pain the a$$ (looking at you Huns). Many of these territories I grab and fight in with the barbarians suit the purpose of keeping them away from my core rich empire regions. With governors spec correctly and spies investigating corruption the value income of these particular settlements does I need it too.
I will say I choose poorly on putting certain buildings in a lot regions and trying to do a massive Latin Christian conversion (expensive higher tiered building) and having two navies may not of been the best choice for me but the navies ended up being needed because of the ERE going down.
But at this point the only thing I need to do deal with the huns and advance east as my Western flanks are in no danger from any factions.
This works for me and my particular play style, I've held off invading other regions completely (far longer than I should have) because I wanted to use them as a buffer, places to sack/loot, and as a place to farm experience for my armies and generals.
Selling captives back actually gives you a good bit of funds once your fighting enough battles, the integrity hit against you is not a concern if your armies are experienced and gain integrity while healing up in your own territories.
My play style involves attacking and sacking regions for the purpose of destroying my enemeis economies and resources as well as leveling up my armies this approach suited me great in Shogun 2 and in Fall of the samurai (http://forums.totalwar.com/showthrea...-Economy-Guide) and has done what I needed it too in this game as well as Rome 2.

Omegazxi's approach is quite good, I like it.
On Legendary, we get a -8 Public Order malus in every region to deal with too. On Very Hard, it is just -4. The rebellions come from within, especially from Spain, at the same time when the hordes enter Northern Italia, which is around turn 8-12. The income is also much lower, so it was quite hard to muster enough forces in the beginning to subdue Britons & Garamantians.
I see your strategy worked on VH, which is already quite good.

Nicely played Omegazxi, bold opening moves. I don't like to give up territory either.
Get money from the ERE by demanding money in exchange for declaring war on their enemies, only the enemies who are too far away from you to be a threat like the Alans.

Tried that, however the ERE cancelled the MA around turn 1 (Legendary). Doesn't matter, I will get them later.
I used Omegazxi's opening move, defeated and razed the Celts in northern Britannia, destroyed the Alamans, and razed the first North African town (the one with the Gems, I probably should have kept it, but I will resettle on it later once there is no living people south of my lands anymore.
The other things I did before, but are still important and mentioned by him too, is to get the Barbarians to declare war on each other. Iazygez vs Ostrogoths, Franks vs Jutes and Saxons, "Hibernia" against Picts, etc. Suebians declared war in first turn and will be the next people to jump the sword. Economy will get developed in Insulae Occidentalis (fields and trade harbours), Carthagensis (Commerce & Industry), Magna Grecia (Commerce), Narbonensis (Fields), and will get financed by taking down churches and reducing settlement levels, as well as the loot and plunder of the Legions.
