Default breaking rome into smaller factions

Rome is too big and hard to manage. Especially if you just want to play one part of the Empire (Britian). If the devs do release, please some noble knight respond to the call with their mod skills

You could make the biggest administrative units, prefectures, into satrapies or similar, which might be a way of doing it.

Yeah, the client state system would probably be the best way to accomplish this. Have the 'core' roman empire in Italy and then client states for the regions Gaul, Iberia, Britannia, Africa, etc.

What could be cool is that the western roman empire is nothing but the capital. The rest are the client states, that are allied to the roman empire and have less or more positive atitude with the capitale. With this, we could manage to bring some historical/legendary character, such as Syagrius for Gaul, Odoacer for Italia or even Uther Pendragon for Britannia !

I REALLY like this idea. It is a very historical way of doing the period, with all the usurpers/ect. breaking off from the empire. Give each a family tree that have traits that reflect historically what happened, and as the Roman faction you would have to work to keep them loyal or as the puppet factions you would try to gain independence.
